Abstract

Quality human resources (HR) are a major factor in economic growth and national competitiveness. To improve HR, the Vocational Training Center (BLK) is present as a vocational training institution to improve the skills and competencies of the workforce, especially for graduates who want to enter the industrial world or entrepreneurship. The purpose of this study is to determine the role of human resources (HR) in improving the quality of graduates and to identify the inhibiting and supporting factors of HR at the BLK in South Tapanuli Regency. This study uses a qualitative method with a case study. The informants for this study were all employees at the Vocational Training Center (BLK) and graduates at the UPTD of South Tapanuli Regency. Data collection techniques include in-depth interviews, observation, and document analysis. Data analysis techniques include data reduction, data presentation, and drawing conclusions. The results of this study indicate that the role of human resources in improving the quality of graduates of the regional technical implementation unit of the South Tapanuli Regency Vocational Training Center has a fairly good role in improving the quality of graduates.
