PERAN KEPALA DINAS DALAM MENINGKATKAN PELAYANAN DI DINAS KEPENDUDUKAN DAN PENCATATAN SIPIL KABUPATEN TAPANULI SELATAN
Abstract
Based on the author's observations, there are complaints from the public in making population documents. This study aims to determine the role of the Head of Service in improving services at the Population and Civil Registration Office of South Tapanuli Regency. The method used in this study is a qualitative descriptive method. Informants in this study were the Head of Service, Head of Division and the community who were issuing population documents. Data collection was carried out using observation, interview and documentation techniques. The results of the research showed that services in making population documents were generally in accordance with applicable procedures and the role of the head of service was running optimally with monthly evaluations so that it could improve services at the Population and Civil Registration Office of South Tapanuli Regency. The obstacles faced included an unstable server and an unstable and disrupted central error condition so that the public was less patient in waiting for the creation of population documents. Suggestions in this study are to add and improve supporting facilities such as adding chairs to the waiting room.
