Abstract

This study aims to analyze the implementation of population administration service policies at the sub-district office of Arse District, South Tapanuli Regency, and to evaluate the extent to which these policies can improve the quality of services to the public. The background of this study is based on the importance of fast, precise, and accurate population administration services as a form of quality public service. This study uses a qualitative approach with descriptive methods. Data were collected through in-depth interviews, observations, and documentation studies. Informants consisted of sub-district office employees and the community as service users. Public policy implementation theory was used as the basis for analysis in identifying supporting and inhibiting factors in the implementation process. The results of the study indicate that the implementation of population administration service policies in Arse District has improved in terms of service speed, ease of procedures, and information transparency. However, several obstacles remain, such as limited human resources, lack of technological facilities, and low public awareness of correct administrative procedures.
