<p><em>Amid global competition and dynamic economic growth, improving workforce skills has become an absolute necessity. The Job Training Center (Balai Latihan Kerja/BLK) serves as a strategic institution that provides competency-based training to the community, especially for members of the workforce who have not yet been absorbed into the formal employment sector. The UPTD BLK of Padangsidimpuan City is one of the training institutions that plays an important role in developing local human resources, particularly in producing job-ready and productive workers. The purpose of this study is to determine the role of the Padangsidimpuan City Job Training Center in improving community skills and productivity. This research uses a qualitative method, with data collection techniques consisting of observation, interviews, and documentation, employing a descriptive qualitative approach in which the researcher is directly involved in field research. The data analysis technique used in this study is interactive analysis, which includes data reduction, data presentation, and conclusion drawing. The results of the study indicate that the role of the UPTD BLK of Padangsidimpuan City has been good, as evidenced by the fact that 71.4% of training participants were absorbed into employment after completing training at the Job Training Center. Therefore, the UPTD BLK of Padangsidimpuan City has assisted the government in reducing the unemployment rate in the city of Padangsidimpuan. However, further improvement is still needed, as the placement or job distribution of training participants has not yet been carried out comprehensively. Nevertheless, the UPTD Job Training Center of Padangsidimpuan City has been able to improve participants’ skills and productivity. The constraints faced by the UPTD BLK of Padangsidimpuan City consist of four main issues: first, the heterogeneous nature of training participants; second, inadequate training facilities and infrastructure (equipment); third, participants’ motivation; and fourth, the lack of job placement or employment distribution. The actions taken by the UPTD BLK of Padangsidimpuan City include: first, improving the quality of instructors; second, implementing procedures to propose and procure facilities and infrastructure to meet inadequate equipment needs; third, conducting personal approaches; and fourth, increasing cooperation with other parties to absorb all training participants. <p><em>Village fund management is a form of fiscal decentralization aimed at accelerating rural development and improving community welfare. However, in its implementation, problems often arise such as a lack of transparency, participation, and supervision. Therefore, community involvement in supervising the use of village funds is very important to ensure that the funds are properly targeted and not misused. The purpose of this study is to determine the effectiveness of community supervision in the village fund management process in Tanjung Dolok Village, Marancar District, South Tapanuli Regency. The research method used is a descriptive qualitative approach, in which data were collected through interviews with community leaders, village officials, and the Village Consultative Body (BPD) direct observation; and documentation, which were then analyzed to draw conclusions. Based on the research results, it was found that community supervision of village funds in Tanjung Dolok Village is still considered fairly effective but requires improvement. Efforts have been made to increase community involvement; however, there is a need to enhance community capacity, ensure greater transparency, and establish clear and secure reporting mechanisms. The effectiveness of village fund supervision in Tanjung Dolok Village, Marancar District, South Tapanuli Regency, has complied with existing procedures and applicable regulations in managing village funds. <p><em>Integrated Subdistrict Administrative Services (PATEN) is a decentralization policy that aims to bring public services closer to the community by delegating some authority from the mayor to the subdistrict head. This study aims to determine the implementation of PATEN in Padangsidimpuan Batunadua District and the obstacles encountered in its implementation. This study uses a qualitative approach with data collection techniques in the form of interviews, observation, and documentation. Informants in this study consisted of the subdistrict head, the subdistrict secretary, two PATEN service staff, and two community service users. The analysis was conducted using George C. Edwards III's implementation theory which includes variables of communication, resources, disposition, and bureaucratic structure. The results of the study indicate that the implementation of PATEN has been running functionally through a picket system and internal coordination, but has not been optimal due to obstacles in conveying information to the community, limited facilities and infrastructure, and the lack of a permanent implementation team. The latest version of the service flow has also not been implemented due to a lack of socialization. On the other hand, the disposition of the implementers shows a high commitment reflected in fast and friendly service, and is reinforced by the Public Satisfaction Index (IKM) value of 83.341 (Good category). It is hoped that the results of this study can provide input for the sub-district and related stakeholders in updating information media, improving infrastructure, forming a permanent implementation team, and expanding the socialization of the PATEN program so that public services at the sub-district level are more effective and sustainable.</em></p>Doni SafwanNurbaya HarianjaJenny Yelina Rambe

<p><em>Quality human resources (HR) are a major factor in economic growth and national competitiveness. To improve HR, the Vocational Training Center (BLK) is present as a vocational training institution to improve the skills and competencies of the workforce, especially for graduates who want to enter the industrial world or entrepreneurship. The purpose of this study is to determine the role of human resources (HR) in improving the quality of graduates and to identify the inhibiting and supporting factors of HR at the BLK in South Tapanuli Regency. This study uses a qualitative method with a case study. The informants for this study were all employees at the Vocational Training Center (BLK) and graduates at the UPTD of South Tapanuli Regency. Data collection techniques include in-depth interviews, observation, and document analysis. Data analysis techniques include data reduction, data presentation, and drawing conclusions. <p><em>Based on the author's observations, there are problems, namely public complaints about ineffective services in making E-KTP and changes in making Digital E-KTP, thus hindering the public in the process of making E-KTP. This study aims to determine the role of the Population and Civil Registration Office of South Tapanuli Regency in making E-KTP. This study uses a qualitative descriptive method. Informants in this study were employees at the Population and Civil Registration Office of South Tapanuli Regency and the community who are currently issuing E-KTP. Data collection was carried out using observation, interview, and documentation techniques. The making of E-KTP at the Population and Civil Registration Office of South Tapanuli Regency is generally in accordance with applicable procedures. The obstacles faced include an unstable server. <p><em>Based on the author's observations, there are complaints from the public in making population documents. This study aims to determine the role of the Head of Service in improving services at the Population and Civil Registration Office of South Tapanuli Regency. The method used in this study is a qualitative descriptive method. Informants in this study were the Head of Service, Head of Division and the community who were issuing population documents. Data collection was carried out using observation, interview and documentation techniques. The results of the research showed that services in making population documents were generally in accordance with applicable procedures and the role of the head of service was running optimally with monthly evaluations so that it could improve services at the Population and Civil Registration Office of South Tapanuli Regency. The obstacles faced included an unstable server and an unstable and disrupted central error condition so that the public was less patient in waiting for the creation of population documents. <p><em>This study aims to determine the competency of human resources involved in training programs and to identify the extent of human resources' influence on the quality of training programs at the Regional Technical Implementation Unit (UPTD) of the South Tapanuli Regency Vocational Training Center. This study uses a descriptive quantitative approach. Data collection techniques were carried out by distributing questionnaires to 32 respondents consisting of instructors, management staff, and training participants. Sampling was carried out using the proportional stratified random sampling method, and data were analyzed using percentage techniques based on the tabulation of respondents' answers. The results showed that human resources at the UPTD BLK South Tapanuli Regency were assessed as very good, with 46.48% of respondents stating "strongly agree" and 50.00% stating "agree" to the HR competency indicators. Meanwhile, the quality of the training program also received a positive assessment, with 42.96% of respondents stating "strongly agree" and 53.90% "agree" to the training quality indicators. These results indicate that human resources play an important role and have a positive influence on the quality of training programs organized by the Regional Technical Implementation Unit (UPTD) of the South Tapanuli Regency Vocational Training Center.</em></p>Fitriaini PaneNurbaya HarianjaIndra Syahputra Marpaung

<p><em>This study aims to analyze the implementation of population administration service policies at the sub-district office of Arse District, South Tapanuli Regency, and to evaluate the extent to which these policies can improve the quality of services to the public. The background of this study is based on the importance of fast, precise, and accurate population administration services as a form of quality public service. This study uses a qualitative approach with descriptive methods. Data were collected through in-depth interviews, observations, and documentation studies. Informants consisted of sub-district office employees and the community as service users. Public policy implementation theory was used as the basis for analysis in identifying supporting and inhibiting factors in the implementation process. The results of the study indicate that the implementation of population administration service policies in Arse District has improved in terms of service speed, ease of procedures, and information transparency. <p><em>The Arse Sub-district Head has a very important role in improving the quality of service at the Arse Sub-district Office. This study aims to determine how the sub-district head's role in improving the quality of service at the Arse Sub-district Office, South Tapanuli Regency. The researcher used a descriptive research method with a qualitative approach. Data collection techniques were carried out using interview, observation, and documentation techniques. The data sources in this study were the Arse sub-district head, Arse sub-district office employees, and the Arse sub-district community. Based on the results of the study, it shows that the role of the Arse sub-district head in improving the quality of service at the Arse sub-district office is very important. The sub-district head acts as a leader and director (leadership), the sub-district head is also responsible for managing all resources (human, facilities, and budget) to support service improvement, the sub-district head also provides training or development to improve employee competency, in addition, the sub-district head as a leader also motivates his employees by giving awards or incentives every year. And the sub-district head also plays a role as a supervisor and evaluates all employee performance towards service quality. <p><em>A leader must truly possess the qualities to be able to lead his subordinates well so that productivity and organizational goals can be achieved effectively and efficiently. The Head of the Padangsidimpuan City Fire and Rescue Department has the functional authority to supervise employees under his leadership. The role of the Fire Chief in improving employee performance at the Fire Department is highly expected so that employees are directed and professional, making it easier to achieve a goal that is to be achieved together. The lack of initiative in carrying out their duties and functions and the lack of employee discipline are still evident in this agency, where there are still employees who are not on time to come to the office, employees tend to neglect work when the Fire Chief is not there. In this case, as the Fire Chief, he must be able to encourage employee performance by providing encouragement, directing, and motivating employees to work together in realizing the vision, mission, and values of the Fire Department organization. This study aims to determine the role of the Head of the Padangsidimpuan City Fire Department in improving employee performance both in decision making and in utilizing information sources. This study uses a qualitative approach using informants as research subjects. <p><em>This study aims to determine the fulfillment of the right to reduction of sentence (remission<strong>) </strong>for inmates in Panyabungan Class IIB Penitentiary and to determine what factors hinder the implementation of the fulfillment of the right to reduction of sentence (remission) for inmates in Panyabungan Class IIB Penitentiary. In this study the method used is a descriptive analysis method, namely analyzing data obtained from field studies and literature by explaining and describing the realities encountered in the field. The approach used is a normative approach, namely by explaining the facts of the research results. The results of this study indicate that the granting of remission is given by the Minister of Law and Human Rights of the Republic of Indonesia which consists of two types of general remission and special remission. The administrative requirements of the prison for granting remission include: Completeness of files, namely a verdict from the court and execution from the prosecutor's office. This is an obstacle for the prison in granting remission. In terms of granting remission to inmates and juvenile offenders, correctional officers should be more effective in implementing it or be more objective in applying every law and regulation that regulates it. <p><em>Some problems and obstacles faced by correctional officers in implementing guidance such as those that occurred at the Padangsidimpuan Class IIB Correctional Institution, Padangsidimpuan City, namely, quality, quantity, effectiveness, responsibility, and discipline are still less than optimal in their implementation. This is due to several factors that hinder the less than optimal performance of correctional officers such as motivation, where officers think they never get awards even though they have worked well, such as praise from fellow colleagues or leaders. This study aims to determine the Capability of Officers at the Padangsidimpuan Class IIB Correctional Institution. The type of research used is qualitative which aims to provide a general overview of the field picture objectively with a phenomenological type. Data collection techniques used are observation and interviews with a number of informants. Data analysis uses an interactive analysis model. The results of the study indicate that the Capability of Officers at the Padangsidimpuan Class IIB Correctional Institution is good and has been in accordance with its objectives, this can be seen from the indicators (1) Knowledge (2) Skills and (3) Attitude. The inhibiting factors are (a) the availability of facilities and infrastructure which is still not given enough attention, which can occur at every stage of capability and (b) the lack of human resources in increasing capability.</em></p>Mandala ManullangEdi Epron SihombingTri Eva Juniasih
